Degtyariova, Doctor of Sciences in Public Administration, Professor of the Department of Regional Management, Local Self-Government and City Administration (National Academy of Public Administration under the President of Ukraine).<\/p>\n<p>A significant methodological assistance in conducting the research was provided by Vadym O. Lukianykhin &#8211;\u00a0 Associate professor of the Department of Management of Sumy State University, Cand. Sci.
