Oleg Balatsky Department of Management held the defense of qualification theses by students pursuing the first (Bachelor’s) level of higher education within the Educational Programme “Public Management and Administration” (Group PU-21, full-time study mode).
This year’s thesis projects once again demonstrated that modern public administration is about much more than regulations and administrative procedures. It is about creating citizen-centered services, fostering community development, implementing effective public policies, and introducing innovative solutions that improve people’s lives.
During the defense, the students presented their vision of what modern public services should look like, how to enhance the effectiveness of local self-government bodies, develop state youth policy, utilize e-government tools, and ensure the strategic development of public authorities.
Particular attention was drawn to projects focused on community recovery in the post-war period, the implementation of digital tools in public utility services, the adaptation of European human resource management practices in the public sector, and the improvement of administrative service delivery systems for citizens.
Behind each presented project stood not only thorough research but also a genuine commitment to making public administration more transparent, efficient, and citizen-oriented. It is precisely such professionals who are shaping the future of Ukrainian communities, regions, and the country as a whole.
The Examination Committee highly appreciated the relevance of the selected topics, the high level of students’ preparation, the practical value of the proposed recommendations, and the ability of future specialists to address complex managerial challenges in the context of contemporary societal transformations.

We sincerely congratulate our Bachelor’s graduates on their successful defense! May the knowledge and competencies they have acquired become a solid foundation for their professional growth, future achievements, and meaningful contribution to building a strong, modern, and European Ukraine.
